307 THREATENED BY DEMOLITION
Although TRILLIUM have started judicial review proceedings against the Council’s designation of the Limehouse Cut Conservation Area (and appears to be waiting for the JR to be heard in the High Court), a planning application for conservation area consent to demolish the building has been made on behalf of TELEREAL TRILLIUM.
The application is PA/10/00510 and can be seen on the Council’s website www.towerhamlets.gov.uk. It must be resisted at all costs and I have written the attached letter of objection on behalf of the EAST END WATERWAY GROUP, but it must be supported by as many letters of objection as possible.
Government guidance on planning the historic environment was changed last month, and because the application for demolition refers to the old PLANNING POLICY GUIDANCE 15 (PPG 15) rather than the new PLANNING POLICY STATEMENT 5 (PPS 5), I thought it best to refer to both in the letter of objection. Please read this long letter and use it to email your own letter of objection to PA/10/00510:
- supporting the designation of the Limehouse Cut CA and the inclusion of the former Poplar Employment Exchange at 307 Burdett Road
- objecting to the demolition on the grounds that it makes a positive contribution to the significance of the Limehouse Cut CA (PPS 5)
- also objecting to the demolition on the grounds that the application fails to satisfy PPS 5 demolition criteria, namely HE 9.2(ii)(b), (c) and (d)
- supporting the proposal for the building to be adapted as a training and social enterprise centre for unemployed local people

The consultation period for PA/10/00510 ends on 26 Apri, but please do your best to email your objection as soon as possible so that the copy going to [email protected] meets the 12 April consultation deadline for the Council’s draft Limehouse Cut Conservation Area Character Appraisal and Management Guidelines (www.towerhamlets.gov.uk)
If you have not already done so please email your comments on and support for the draft document to [email protected] by 12 April (see NEWSLETTER No. 2 for suggestions)
IF WE DO NOT SUPPORT THE LIMEHOUSE CUT CONSERVATION AREA WE WILL PROBABLY LOSE IT.
PETITION
Because of the threatened demolition, I have also extended the TRILLIUM PETITION from 31 March to 30 April. As you will see from the attached copy, the wording has been improved to make it absolutely clear that the LANSBURY CENTRE at 307 Burdett Road would mainly be for the benefit of unemployed local people. We need as many signatures as possible to:
- persuade TRILLIUM to allow the retention and adaptation
- support our objection to the demolition
- support the Council’s defence of the Limehouse Cut CA should there be a JR hearing in the High Court
